The Local Authority Delivery Scheme

The Local Authority Delivery (LAD) Scheme Authority Delivery (LAD) Scheme is a funding program under the £2 billion Green Homes Grant scheme which is designed to help Local Authorities deliver energy efficiency measures to homes in their area.

The program provides funding for a range of energy-efficient upgrades for homes including solar panels, heat pumps, and insulation, and is divided into multiple phases. It’s a great opportunity for Local Authorities to access funding for energy-efficient upgrades for homes in their area and make a positive impact on the community.

The LAD scheme is within the Department’s legal powers under section 31 of the Local Government Act 2003. The focus of the scheme is on compliance with public law and the program is designed to help Local Authorities deliver energy efficiency measures to homes in their area.

The LAD scheme has undergone various changes and new terms and amounts of funding have been added to it over time. The scheme has been divided into multiple phases. Phase 1A was delivered in 2020, with £74 million of funding given to over 50 Local Authority projects. Phase 1B was given out in January 2021, with £126 million of funding given to 81 projects.

The LAD scheme provides funding for a range of energy-efficient upgrades for homes including solar panels, heat pumps, and insulation. The scheme also provides a 100% subsidy for owner-occupiers (up to £10,000) and a two-thirds subsidy for landlords (up to £5,000).

Bids for funding can include previously developed proposals or entirely new proposals, with the minimum bid being £0.5 million and no ceiling on maximum bids.
